1   The proposal by reason of its design, scale and siting constitutes an unneighbourly and over-intensive form of backland development resulting in an unsatisfactory form of residential layout harmful to the amenity of future occupiers of the proposed dwellings, out of character with the surrounding streetscape, resulting in a loss of neighbouring residential amenity of occupiers of Totham Lodge by reason of loss of garden space, visual intrusiveness and loss of privacy contrary to policies EB.17, EB.18, EB.20, EB.23 & H.14 of the Adopted Unitary Development Plan (April 1996) and policies BE.21, BE.22, BE.23, BE.28, HS.1 & HS.2 of the Second Deposit Draft Unitary Development Plan (October 2000)

2 The proposal would result in loss of car parking spaces within the curtilage of Totham Lodge, giving rise to an unacceptable increase in demand for on-street parking prejudicial to the highway and pedestrian safety contrary to policy M.29 of the Adopted Unitary Development Plan (April 1996) and policy PK.3 ofthe Second Deposit Draft Unitary Development Plan (October 2000).
